How do I get fish filets?

How do I get fish filets? I'm trying to complete the Fisherfolk Needed mission and it wants me to acquire Firm Fish Filets and I haven't figured out how to do it yet.

• This is very unintuitive, but you have to salvage the fish to get the fish fillets. Firm fish fillets are a bit rare, though.
