How do I get to the necro dungeon?

The new patch just dropped and I haven't seen the location to the new necromancer dungeon posted. Does anyone know how to get to the necro dungeon?

• The necro dungeon may be found east of Moh Ki. Keep going east until you see a large tower on the top of a mountain/hill. That's it!
